A real gem there. What's he's indicating there hinges upon an ability to directly realize/know the distinction between mind/minding/mind-c ontent vs. consciousness as abiding ground to such.
Many seekers and even those who regard themselves to be awake/SR, conflate that distinction between mind/content vs. abiding ground/consciousness with the term/pointer "separation" and in that they declare that mind/ground of consciousness are "the same." There is no need to deny or somehow render the apparent world of things as "dissolved/absent" for the realization of not-two/Oneness to be realized. The apparent world never was the problem. Mistaking it as inherently existent in it's right, was/is.
It's true, that as expression within/to consciousness, mind/minding/content is "essentially" none-other than consciousness, (There is only one thingless thing, after all!) but it's a leap in context to say that therefore they are "the same."
"Same" is a relative, experiential qualifier...just as is "different"....a mind-based, comparison based quality/property. Consciousness as ground to all that appears and thus not separate in any way from what appears, is but a pointer to non-conceptual isness.
Absent any boundary/limitation at all, there can be no experience at all....no-thing at all appearing/arising. An appearance = a distinction. There IS limitation/boundary, relatively speaking, but it's apparent only...having no actual, Absolute, inherent existence in it's own right. The entire world's appearance is an arising within/to 'existence' itself. (This is yet another pointer to that which defies conceptualization and thus which defies capture via minding/words).
In that 'reclaiming' Tolle speaks of, consciousness as ground becomes primary, with mind/minding/content, secondary. This is no way denies the arising/appearance of mind, only the inherent existence of mind/minding/mind-content.
Those who profess to have Absolute, realized knowing of discrete minds (aka affirmative knowing that other people ARE actual/existent perceivers/experiencers) have mistaken mind/minding/mind-content as being something other than/more than 'an appearance only.'
